(I've just confirmed in Word 2008 & 2011 as well as 2016.) I honestly do not know whether it can be done in any of the Windows versions of the program. Inserting Comments into footnotes never has been supported in Word for Mac. You can leave as many comments as needed in the document, in this example we created three comments in different areas. That opens up a balloon pointing to the highlighted text you can leave your comment in.
